United States Education Foundation in Pakistan: Fulbright Scholar Program 2011

The United States Education Foundation in Pakistan invites applications for the Fulbright Scholar Program. The program seeks to improve mutual understanding between the people of the United States and the people of Pakistan through academic and cultural exchange.
This program funds up to 10 months of lectureship, post-doctoral research, or a combination of the two at a U.S. college or university. Persons selected are expected to share information about Pakistani literature and culture with their students, colleagues and community groups in the U.S. On returning to Pakistan, Fulbright scholars are expected to make a significant contribution to Pakistan’s development and to share their U.S. experiences with students, colleagues and community groups in Pakistan.
Grant Benefits
The grant funds airfare, an incidental research allowance, a living stipend and health insurance. The program also funds one accompanying dependent. USEFP will assist with the visa application process.
Eligibility
Scholars, professionals and artists from all disciplines are welcome to apply, with the exception of clinical medicine. Every applicant must either hold a Ph.D. or the terminal degree in his/her field, or be a distinguished leader in his/her field.
Successful applicants must be committed to serving Pakistan in the public, NGO, or private sector. Candidates must have work experience in teaching, research, or the public sector in Pakistan.
Successful candidates will have an excellent command over written and spoken English. They will have a clear and well-formulated proposal about what they would like to accomplish in the U.S. and how it relates to their work in Pakistan.
The proposal is the most important single portion of the application. People applying for lectureship must have a demonstrated ability to teach in a university setting. Persons who have completed their Ph.D. within the last two years or who have been to the U.S. for research or other longer-term educational opportunities within the last five years are ineligible.
Also ineligible are persons with a dual U.S./Pakistan nationality or who have a spouse, fiancé, parent or child over 18 years of age who is a U.S. citizen or permanent resident. Employees of the Fulbright organization or the U.S. Department of State are ineligible.
All application materials (original and one copy), including references, must be received by USEFP by 4:30 p.m. on October 20, 2010.

Higher Education Opportunities for Students of Balochistan and FATA

Introduction

The Executive Committee of National Economic Council (ECNEC) in its meeting held on 22-Oct-2007 approved the project titled ‘Provision of Higher Education Opportunities for Students of Balochistan and FATA’. Scholarship program will provide financial assistant to 1300 undergraduate and 700 postgraduate talented students of Balochistan and FATA on merit basis over a period of seven years.

Applications are invited for the award of scholarships for 4-years Undergraduate and 2-years Postgraduate program.

Eligibility Criteria and How to Apply.

Objectives

Qualitative Objectives of the Project:

  • To provide opportunities to students belonging to Balochistan and FATA.

  • Enhancing participation rate at different levels of education.

  • To provide opportunity to the talented students coming with less privilege background.

  • To provide grooming & learning opportunities and better job chances to the less privileged class of the areas.

  • To ensure a micro & macro economic change and social uplift of the areas.
Eligibility Criteria
  • Age: Maximum 22 years as on 13th August 2010 for Undergraduate program.
  • Domicile: Balochistan or FATA.
  • Academic Qualification:
    • Intermediate (F.A/F.Sc/I.Com/A-Level or equivalent ) with minimum 60 % marks.
    • Bachelor (B.A/B.Sc or equivalent in any discipline) with minimum 45% marks.

  • The application forms completed in all respect along with all the required documents should be reach by the registered post or courier service till 13th August 2010 during office hours i.e. (4:00 pm).

  • O-level / A-level applicants will have to provide equivalence certificate and proof of grades/percentage from IBCC (Mandatory).

  • Application forms received after above mentioned date and time will not be received/ considered.

General Information:

  • Test will be conducted (through NTS) at Islamabad, Peshawar, Quetta and Karachi. The tentative date for NTS test is 28th or 29th August 2010. Roll No. slips will be available online only and applicants are advised to download their roll No. slips from HEC and NTS websites (www.hec.gov.pk/balochistan-fata and www.nts.org.pk) after 23rd August 2010.

  • Preference will be given to those candidates who are already admitted in Public Sector Universities/Institutions

  • Selection will be based on merit and observing regional/ district/ agency quota as prescribed by the respective Governments.

  • Merit Formula for Undergraduate students:
    (% in SSC X 0.2) + (% in HSSC X 0.3) + (% in NTS test X 0.5)

  • Merit Formula for Postgraduate students:
    (% in SSC X 0.2) + (% in HSSC X 0.2) + (% in Graduation X 0.2) + (% in NTS test X 0.4)

  • 60 % seats will be for Balochistan and 40 % seats will be FATA.
    Selection will be based on merit and observing regional/ district/ agency quota as prescribed by the respective Government.

  • HEC will facilitate the fresh students for admission but the final responsibility to secure admission at any Public Sector University / Degree awarding Institute lies at the candidate himself.

  • HEC reserves the right to accept or reject any application without giving any reasons.

  • Incomplete applications or applications received after due date and time will not be entertained.


Financial Details:

Final awardees of the scholarship program will be entitled for the following benefits:

Tuition Fee per semester: Tuition fee up to Rs. 20,000/- for undergraduate and Rs.30,000/- for postgraduate scholars (at the maximum).

Monthly Living Allowance: Rs. 5,000/- per month for undergraduate and Rs.6,000/- per month for postgraduate scholars.

Book Allowance: Rs. 3,000/- per annum for undergraduate and Rs.5,000/- per annum for postgraduate scholars.

Initial Settlement Allowance: Rs. 8,000/- for undergraduate and Rs. 10,000/- for postgraduate scholars (once).


Traveling Allowance: Rs. 2,000/- per annum for undergraduate and postgraduate scholars (both).

FAQs

1. What is foundation course?
The main objective of the foundation courses is to enhance the communication skills and introduction of computer applications along with refreshing the knowledge in the subjects like Mathematics, English, Pakistan and Islamic Studies.

2. Can I apply for foundation course without waiting for result?
Yes, soon after the Higher Secondary School examination (Part II); Anyone can apply for foundation course without waiting for the result. Applications for the foundation course will be called by HEC through advertisement in leading National Daily News papers. The selection of candidates for foundation course will be made through NTS Test.

3. What are Balochistan In / Out and FATA In/Out?
The candidates who have studied in the institutions located within the districts of Balochistan or Agency or FRs of FATA fall under the category BALOCHISTAN IN and FATA IN respectively. Those who have studied in the institutions out side Balochistan and FATA/FRs fall under BALOCHISTAN OUT and FATA OUT category respectively.

4. What’s distribution of scholarships for Balochistan In / Out and FATA In/Out?

Balochistan In & FATA In : 90 % scholarships

Balochistan Out & FATA Out: 10 % scholarships

90% scholarships will be awarded on population basis to those students, who have done FA/FSc/I.Com/A Level or equivalent from the districts / agencies / FRs of FATA and Balochistan and they will fall under category FATA In and Balochistan In.

10% scholarships will be awarded for Balochistan Out and Fata Out Category.

5. What is the maximum age limit for undergraduate program?
Maximum age limit for undergraduate program is 22 years on closing date of advertisement. No age relaxation will be allowed.

6. What is the requirement of marks?

For Undergraduate program:

F.A/F.Sc/A- Level or equivalent with minimum 60 % marks.

For Postgraduate program:

B.A/B.Sc or equivalent in any discipline, at least second division (45% marks).

You cannot apply for scholarship if your percentage is less than the required percentage.

7. Will students be eligible for scholarship award test, if they have not attended /applied for foundation course?
Yes, students who have not attended the foundation course and even those who have not applied for foundation course will be eligible for scholarship award test, on fulfilling the eligibility criteria.

8. If I have already cleared the NTS Test, would it be necessary to take NTS Test of HEC for this Scholarship?

Yes, NTS test is advertised and conducted by HEC for award of undergraduate and postgraduate scholarship.

9. Can I get admission in any University / Institute of Pakistan?
No scholarship will be awarded in private University / Institute. HEC will facilitate the students for admission but it will be their own responsibility to secure admission in any Public Sector University / Degree Awarding Institutes.

10. Does HEC entertain the individual application for scholarship?
No, HEC does not entertain the individual application; it offers scholarships through advertisement in the leading newspapers and at HEC web site.

USAID Funded Merit and Need Based Scholarships

Eligibility Criteria
  • Financial assistance & scholarships are available to study at graduate level(MBA/MS (Agriculture)}.

  • The eligibility for the program is assessed on the neediness of the candidate & his/her family background.

  • Student should be able to compete for securing admission in the approved discipline at the participating institution as per admission policy of the institution and be enrolled in Graduate (2 Years) programs.

How to Apply

HEC & USAID looks forward to support needy students in sharing educational expenses. However please note that under this scholarships scheme the funds are not transferred directly to students by HEC or USAID. The payment is made to needy students through participating institutions .Please note the partial scholarship for already enrolled students is currently not covered under this project.

Scholarship Award Process

  1. After securing admission, a student has to fill out scholarship form provided by the Scholarship Aid Office of the participating institutions and submit it along with the supporting documents at the institution.

  2. Data and supporting documents of the potential candidate are reviewed by Institutional Scholarship Award Committee (ISAC).

  3. The ISAC recommends potential candidates to HEC Scholarship Management Committee (SMC).

  4. The cases are presented to Scholarship Management Committee (SMC) that approves the cases after through review. The committee includes top Executives of HEC, representatives from the participating institutions, eminent scholars and a senior member from USAID, Pakistan. After finalization of awardees’ list, the scholarship fund for the selected students are transferred to participating institutions for onward disbursement to students.
Introduction

HEC aims to elevate the socio-economic position of the needy & deserving students by providing access to quality education through needs-based scholarships. Government of Pakistan has also duly acknowledged the financial constraints barring students from acquiring higher education and has thus earmarked substantial funds for the improvement of education sector.

In pursuance of the Government’s initiative of providing financial relief to meritorious but deprived students, an agreement of US$ 7.33 million in July 2004 is signed with United State Agency for International Development (USAID) to provide grant for scholarships in the field of Agriculture and Business Administration at undergraduate & graduate level.

The Merit and Needs based Scholarship Project has been in operation since 2004. Eleven (11) public & private institutions are participating in the program while more than 990 scholarships have been successfully awarded at the participating institutions.

*The undergraduate scholarship slots have been fully utilized only graduate level {MBA/MS (Agriculture)}scholarship slots are currently available

Scholarship Offering

Comprehensive scholarship is offered under the program. The scholarship provides funds for the following expenses:

1. Tuition fee, 2. Lodging
3. Transportation, 4. Books
5. Incidental costs.


Students at both private & public sector institutes have found the scholarship extremely helpful in sustaining their educational expenses.

Lahore College for Women University Scholarships

Lahore College for Women University (LCWU) has invited applications for Ph.D. Split Scholarship (2 years local+2 years foreign) in Economics and Statistics from female candidates less than 40 years of age. Candidates selected for the award of scholarships will be offered faculty positions at LCWU, Jhang Campus against non-transferable teaching posts.

Application forms may be obtained on payment of Rs.500 from the Registrar’s Office. Last date for submission of forms is August 4, 2010.

Terms and Conditions

  1. The candidates should have minimum of 16 years of education in relevant discipline from Higher Education Commission (HEC) recognized universities with second academic career, however MS/M.Phil. degree holders will be preferred.
  2. The applicants must have qualified the HEC test conducted by NTS for admission to Ph.D. as per their policy.
  3. The candidates shall be required to sign a surety bond that after completing Ph.D. degree they will serve for minimum of five years at LCWU, Jhang Campus.

Instructions

  1. Candidates who are already serving in government/semi-government and autonomous bodies should apply through proper channel accompanied by NOC from the employer; an advance copy of the application may be sent.
  2. Attach the following documents along with prescribed application form: CV, attested copy of CNIC, all educational degrees/certificates, NTS result card, two recent photographs, one page Statement of Purpose related to applicant’s aspiration to pursue higher studies in the particular field and brief description of research interests.
